Last week, it was rumored that the Office of Prime Minister of Thailand appointed the Police Reform Committee; it made my heart so exalted that I could not explain anything.
For ever since, the Royal Thai Police (RTP) likes the ruined boat deriving from the widespread spoiled system in personnel administration, and abysmally long chain of hierarchy. Merely the relatives or close subordinates of high commander will be promoted to higher rank or position. Never does merit system in human resource management prevail in this crumple organization.
As a police officer who achieves in police career without commander’s auspice, I prefer the considerable change in RTP; since I was a junior police officer, I have shared my view points that one day, some time, the RTP would be better while my friends totally disagreed. I have never given up to my dream; when I acted as the head of legal affair audit division in Legal Affair Office in 2001-2003, my co-workers and I had never complied with any illegal order even though those derived from the highest commanders in RTP. I also survived as one of leading police officer whose career was progressive at the time.
I cannot put up with the bad system of RTP any more; what I can do since I have been studying Ph.D. in law in the United States is to write my article about the good police administration in Japan and in the United States. I am positive that the ideas I sell to the readers, of course some of them are senior police officers working in Thailand, will implant them and eventually they will concede the innovative idea to improve RTP in some day.
I hope that the Police Reform Committee will be able to develop my ruined both by shorten such fucking long chain of command, improving the poor system of “stick and carrot” which engenders the commonplace corruption in RTP, implanting ethical and professional police career, and establishing independent monitoring agency to promote good cops and punish bad cops, etc.
I would like to emphasize that “I have a dream!” that my RTP will be better! That is my a little bit happiness! Please make it true!
