To My Royal Police Cadet School!

A few month ago, after the notorious coup in September 19, 2006 which was wrongly called "bloodless one", the military regime set up the dictator cabinet to run Thailand during the coup period. This dictator cabinet induces popularism by asserting that they would implement the "King's sufficient economics ideal" and establish the "Happiness" for Thai, rather than the growth of GDP. How excellent is the dictator government's policy?

I really like to know if the people have no any single penny, how can they have the so-called "happiness?" I am positive that they have to eat, unless they can smile to fulfill thier hungry feeling. If it can be true, it will be great! Ironically, it is impossible, particularly for me! I am only normal person.

During this dictorship administration, the Prime Minister of Thailand appointed the Police Reform Committee to reinforce the ideal of transparency, efficiency and the free of corruption in Police Department.

Numerous proposals have been declared and known to public. The most suspicious idea is to eliminate the Royal Police Cadet Academy of Thailand. Some members of this committee, such as Mr. Jarun Phakditanakul, the permanent secretary of Mistry of Justice, claim that my school engenders the bad police officer! Then, the change of police training institution is the best way to reform police misconduct! They submit that the current police training program at Police Academy is not good enough because it trains as the military alike!

It might be true that the military training style is incongruent with the police job! However, it is bad logic to conclude that my school should be eliminated because the police performance is poor! The committee should realize that only a part of police force graduated from this school. Most of them graduated from several universities in Thailand including Chulalongkorn, and Thammasat University.

Most of police misconduct in Thailand maybe derive from those police officers. Why does the committee not eliminate all universities in Thailand? I think the most important is that how to enhance the human resource in Royal Thai Police Department. The long chain of hierachical command is another crucial problem. The last one is the attitude of police officer; we have to take a long time to train them to better their attitude!

How can we trust the person who graduate from the universities mor than the persons who are trained for four years in police academy? According to my own experience, the pundits from universities have never been trained and implanted about moral either! Unlike the police cadet students, they have been morally implanted everyday!

The social bonding and obligation in Thailand is very loose. Most Thai like to know police to get some "benefit" by paying some kickback or convenient fee. However, they blame other who get the privilege from the officials! When being subjected to poor-salary and unethically continuous education, some of those police officers take a bribe! It is so bad, but true. Under this condition, even the well-trained police officers cannot bear the tempting surroundings. How can the unimplanted-persons do? What the hell is Mr. Jaran's idea?
